Why is the US gov't allowing the Ukraine to use ISIS Chechens in the civil war?

Man oh man I thought it was insane enough that the Uks had the nazi Azov battalions in the east; but ISIS too? And I never hear any outcry about it.

The jihadists have been returning from Syria over the past few years and heading into the fights in eastern Ukraine.
