The US Congress via the Constitution CAN and DOES regulate the federal courts, INCLUDING determining the scope of their jurisdiction. Try studying the Constitution.

Also, the Feseral Courts also have Constitutionally governed jurisdiction in some disputes (like a dispute between two separate States) or like a dispute between citizens of different States. Accordingly, assuming a dispute otherwise raises a justiciable issue, if that dispute is between two people of the same State, there is no Federal Jurisdiction.

There are many other examples.
