The regulation about government workers keeping their email on state department servers actually came from President Obama who felt his administration needed more transparency from all the way back in 2009. Republicans have gotta hate that.
However, by law, since the server contains both private and state department emails, workers are expected to delete their own private emails before they leave. It's up to the worker to determine whether the email is private or not.
Also, her emails are caught by the people she emailed if they were state department workers. If she was afraid of an embarrassing email, more likely, she would have called the person rather than emailing them something that could be used against her later.
If there were a scandal, it would be her foundation taking foreign money. But I find it unlikely Republicans would pursue that. Why? Because no one takes foreign money the way Republicans do. Think "US Chamber of Commerce". Foreign governments understand that Republicans will screw over America for a dime. Sending jobs to China. Pollution. Fighting minimum wage and benefits. They do it for free now. Of course they will do it for money. Even the GOP base understands how their party will gleefully screw over Americans for a dime. They call it "making money" any way you can. A highly prized trait among the GOP.
So this is why Republicans will fail. They are going after the wrong target. But if they shine the spotlight on Hillary taking money, they will share the spotlight and they know it.
