Why don't we have a Congressional White Caucus made up of all Republicans?

Since the Congressional Black Caucus is made up exclusively of Democrat Black Congressmen it seems reasonable to have a Congressional White Caucus made up all of Republicans. Would that not be fair and equitable? Why or why not?
