Is it what happened in England? if i knew about rapists no matter which ethnic group they were from i would act, there were failings by all the institutions, reasons for that could be anything not necessarily for fear of being called racist, there was a investigation the Jay report that took seven years with twenty recommendations, the Tories didn't implement any of them, the people who worry me were the Police, looks like many failed to act when the victims reported it to the Police, many were told to go away and not be silly or they treated it as prostitution, Children can't be prostitutes they are abuse victims.
