I'm sure some would call them a terrorist organization. Regardless of what they would be called, they would not hide in civilian neighborhoods and then cry when those civilians got hurt. Do you seriously think that if people attack and then hide in homes, hospitals, and refugee camps the people they attack have to just shrug and say "oh well nothing we can do about it?"
