Here is the issue with all of this that Biden may want to consider, especially as it would do immense damage to his Party and country for years: it won't prevent Trumps DOJ from investigating them. In fact, the pardons would allow him the excuse for investigating so that the American People can know the truth.

Trump can openly say "for the unprecedented, pre-emptive pardoning of Americans it is incumbent on our team to get to the truth so as to understand WHY he is pardoning them. What crimes could he believe have occurred, or been in knowledge of?

Even if they cannot charge them with the crime due to the pardon, they can openly expose what they find in any investigation. You can be sure that many powerful Dems would be exposed and damaged irreparably.

By the pardons, They are aiming to object to Director Patel’s investigations by saying DOJ should not investigate unless there is a chance of conviction.
