the difference is a sense of OWNERSHIP and equal ability to effect change.

When people feel powerless and oppressed with "no hope of change" they can feel they have
nothing to lose to make a statement, even killing themselves and others being justified.

This scarcity mentality is preyed upon by politicians who sell dependence on govt to fill that gap.
There is no shortcut to teaching ownership and responsibility.

Just had this conversation with someone about what it would take to prevent the incidents with police,
and I said it would take each district working out agreements programs and outreach where every
resident in that community agrees to follow the laws, and in exchange earns "ownership" of their
district where they can hire and fire their own teachers and police, just like a university campus.
If education and agreements on the laws, standards and procedures to follow results in lowering
the crime rate in that district, why not reward the community with their tax dollars going toward
their local schools to invest in jobs instead of paying 50K a year to send people to prisons.

Why not give districts the option of working out business plans to buy back their schools
and run their own programs themselves to teach ownership and responsibility.

This would reverse the dangerous cycle of poverty oppression abuse and dependence on other people controlling and managing govt and resources. Instead if we reward people for taking back responsibility, then we can finally establish a sense of equal standing respect and responsibility. That is what is missing from this picture.

Poverty data for Hispanics, who can be of any race, wasn’t collected until 1972. That year, 22.8% lived below the poverty threshold. In 2012, the share of Hispanics in poverty had risen to 25.6%. But the U.S. Hispanic population has quintupled over that time. As a result, more than half of the 22 million-person increase in official poverty between 1972 and 2012 was among Hispanics.
