The DOJ isn't the president's personal lawyer no matter how much you now think that to be the case, because that's how Trump likes to utilize them. If the DOJ wanted to open up the Epstein files that was up to them. When Trump stole top secret material from the National Archives, that was up to Merrick Garland to pursue, which is why it took 18 months of politely asking Trump till when they raided his home when he refused to return them.
