Why are nukes off the table?

If we tell the locals they have 3 days to get out of town before we blow it up...why not just do it? It would have saved trillions of dollars, none of our troops would have died, and we would have destroyed the enemy. I don't see any problem at all...if another country has a problem then they can cram it up their ass who cares...
