• It’s engaging in a public relations campaign among American conservatives to promote Vladimir Putin.
• It’s harrying NATO and allied naval and air forces, possibly in a run-up to a hot war.
• It’s moving at least some nuclear weapons to more forward positions.
• And Russia is training troops for combat in Syria while also shoring up an ally.
