Probably more effective because of the National Guard and it's not a 2000 mile perimeter.
Eyes watching is the key, and even when it was being designed, everyone knew the new border wall was just going to slow them down so CBP could zoom in and arrest them. But apparently, there are still not enough eyes, even though the Congress has approved lots of cash toward technology to surveil the border. It's a long border.
I'm perfectly fine with deterring people from crossing the border illegally, but I'm not sure there's any way to actually do that. When they install new fencing, the areas of illegal entry shift to somewhere else.
