According to the book "in the garden of the beasts" by Eric Larson, FDR came into power roughly at the same time as Hitler but FDR had no international intelligence network and even when his own ambassador to Germany related atrocities directed at Jews and Americans, the FDR administration only pestered him to try to convince Hitler to comply with WW1 surrender terms and financial obligations that were not about to happen.
