The only EO obama did for tax increase was a tiny increase for nasa in 2015. Congress could override obama's veto in most of his term, but only did so at the end. Mostly the republican congress just blocked obama's efforts to recover quickly from recession.
Today, the primary danger is the absence of safeguards to prevent financial industry from crashing economy again.

Obama presided over a much healthier economy than Trump is sitting on right now. Trump is putting his job creation and military spending on the government credit card.
