who do you contact first if you think someone you know is tied in with terrorist?

lets say you got a nieghbor or something, and you have fairly strong proof that they are tied in with terrorists that were involved with 9/11 and what not. who do you call first?
does homeland security actaully take calls about tips? i looked on their website and there's not contact info. or is it only the fbi that deals with such things?

FBI or you could call your local police.
