Yes it does, and it weighs up the consequences before taking action. Now who should be saved an innocent Israeli child that has done no harm to anyone or a pack of terrorists of all ages acting as human shields so the innocent child can be targeted. You understand that there is a difference between collateral damage and the target of the attack. Palestinians target civilians. Israel target terrorists and sometimes kill civilians too but the civilians weren't the target.
