IF the Hostile Arab Palestinians (HoAP) contend that the Israeli - Palestinian Conflict is NOT "between governmental forces and non-governmental armed groups​
THEN the Israeli - Palestinian Conflict is an NIAC.​
IF the conflict is between the State of Israeli - and - State of Palestine​
THEN the proper description is IAC.​

(WHY IS THIS IMPORTANT)

✦ IF it (the claim) is the case that the territory - From the RIVER to the SEA is sovereign Palestinian territory and the Israeli - Palestinian Conflict is contained within one recognized boundary,​
THEN the engagement is a Noninternational Armed Conflict because it is between governmental forces (ISRAEL) and non-governmental armed groups (HAMAS, PIJ, Al Aqsa Martyrs’ Brigades, PLFP, etc).​
✦ IF it is essentially within the domestic jurisdiction,​
THEN Nothing contained in the present UN Charter permits the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter Vll.​
THEN the territory from the River to the Sea and the conflict is over the control of the entire landscape (winner takes all).​
✦ IF it (the claim) is the case that the engagement is between two (2) states,​
THEN the territory has two distinct territorial definitions.​

In one case the conflict is all in one boundary (each side claims the other is the sovereign over the entirety). In the other case, the conflict is between two political factions, each controlling some outlined territory.

One (there are others) of the important reasons was a matter of investment 'vs' cost. Palestine was simply not worth the effort to bring it into the greater Mediterranean Commerce and Trade community. And then, there is the question of moral turpitude, which was a prominent character throughout the 20th Century. It is even more savage today than it was in the shadow of the Great War (WWI).

◈ It is an Asymmetric Syndicate using Jihadism, Fedayeen Activism, Hostile Insurgency Operations, Radicalized Islamic Behaviors, and Asymmetric Violence as the basis for an enterprise intending to expand radical religious and sovereign control.​
