After WWI, the Allied Powers decided to divide the Ottoman territory into new states. The international borders were defined by post-war treaties. The international borders of Palestine were with Lebanon, Syria, Transjordan, and Egypt. One of the aspects of this agreement was that the Allied Powers would not annex any of the new territories.

In the 1923 Treaty of Lausanne, the territories were ceded to the respective new states. Palestine had territory and international borders The former Ottoman subjects in Palestine obtained Palestinian nationality. This was followed up by the 1925 Palestine citizenship order that granted Palestinian citizenship the former Ottoman subjects. All of this was in compliance with international law.

After the Mandate left in 1948, the Palestinians declared independence. The UN was notified. Five other states recognized this declaration.

Palestine was born under foreign military occupation and was therefore prevented from exercising their legal rights and duties as a state. That foreign military occupation continues to today.
