Like PTSD, many mental illnesses are easier to prevent than to cure. Like cancer, early detection is a key factor.

Treatment first but if that doesn't work, then agreed, asylums. AFAIK, schizophrenia is treatable to an extent but not curable. The shooter was young at 21 but clearly well over the edge of sanity. He should have been locked up, after appropriate adjudication, for his own safety and the safety of others.
