The proper procedures is to notify them

What they do is the white house may request a change

then the stenographer changes the official transcript to match the change one

Then the universe in in harmony.

the stenographers’ office had complained of “spoliation of transcript integrity” and a “breach of protocol” by the press office

Now if Biden had requested the change then they would have changed it.

They are pissed because they were not notified of the change so the document they have does not match the document that the white house has

My guess is some republicans in the office of stenography is pushing this when an election is within a few days.
