The ballot envelopes are then sorted on high speed sorters, the ballots fixed, re-stuffed, and then re-inserted into the regular mail flow going out for distribution. This ballot fixing process adds about one day to the delivery time.

All in all, it would cost less than $1 million for a special processing center to fix a large metropolitan area's ballots, plus the cost of paper and printing for the replacement ballots. The trucking costs are easy to bury in the paperwork of the USPS, especially if the route changes are from a higher authority (say, a sitting senator) since nobody can question decisions made higher up.

Great links. But that's just the low level, cave-man type stuff. The big rig is done by people with money and control of the postal system. Industrial scale. You should find a USPS P&DC center near you and ask for a tour. It's not rocket science to set up any kind of additional "processing" the plant boss wants. Some areas are off limits to normal personnel without special authorization from whoever controls the badge readers. Contractor run facilities that handle mail for special circumstances have zero screening requirements for the people who work there. I've heard of cases where none of the people on the dock or on the floor of the plant even speaks english. Great workers. They just do whatever they're told, and get a big paycheck in return.
