Trump's high negatives or Clinton's incompetence?
I would say that Hillary's mishandling of government documents could be far more damaging if used properly by the Trump campaign.

is that public media perception puts more credibility on the fact that Trump has a negative image with minority voters, and the liberal media are pushing to keep Trump marginalized while trying to portray Clinton as sympathizing and supporting minorities to get that vote. The media also deflects blame of Clinton onto the right wing as being political and not valid charges or justifications.
Given that ppl want to be sold another Obama, this agenda will sell better by the media. It is much harder to sell "govt accountability by the Constitution" because that takes more work and doesn't pay off like campaign contributions and legal professional lobbying tied with Clinton's business as usual. The trashy govt abuses and cover up pays off more for corrupt interests benefiting from playing the same game.
This is like the difference between the military industrial complex profiting off war (while poor voluntary peacemakers make no money cleaning up the devestation caused by war and investing labor in prevention that isn't valued or funded like war is) and how prison contracts bankrupt the states and taxpayers because "crime pays more" than the faith based voluntary outreach work to prevent and correct the causes of crime .
More political and corporate interests benefit from selling Clinton's story and badmouthing Trump and Republicans, so follow the market forces, and that's what's in demand right now.
We'd have to change the narrative, make it more profitable to taxpayers not to buy the same BS, and maybe the media and market will change. If not in time for this election, maybe the next one or two depending if Trump and the GOP get their act together and start fighting on the same side of the Constitution and ppl, instead of undercutting each other while the liberal media and politicians play them for points.
