Yeah, in 1954. In other words, Russia voluntarily gave it to Ukraine. So, how does it now belong to the Russians?

Less a present, more a moving of borders with moving of peoples as well due to the poland shift caused by the german border settlement on the Oder/Niesse line after WWII.

It may have happened later, but it was all part of the land shift giving Poland German land to the West, and Russia/Ukraine Polish land in the East.

And you are thinking the transfer in 1954 happened in a vacuum. It all goes back to the movement of the borders west of Germany, Poland, and the old Soviet Union.
 

Why not?

This isn't absolving Russia of anything, Ukraine should keep the Crimea, but the history of all these moves goes back to the hard choice to move the borders in 1946 and move the people as well.

Eliminate the German minority issues in Eastern Europe by removing the German Minorites.
