Only IL has eliminated Cash bail, and it has nothing to do with crime reporting. If a criminal is truly dangerous, the prosecutor can ask for remand. What eliminating bail does is keep the guy accused of a petty crime from sitting in jail for six months before prosecutors plead him out to less time than he already served, or drop the charges altogether.
