You still didnt answer the basic questionI kind of doubt it. The problem here is that drafting an illegal means that you have to take someone who normally wouldn't pass the entrance requirements (basic education and speaking English, to start with) and then train him up.
During WWII, while 40 million people were eligible for the draft, only 16 million served during an all-hands on deck situation.
