It's a trick played on "the common man".

They all talk about the elites, the rich, and so on and how they don't pay taxes and come up with slogans like "paid your fair share" because they think average Americans dumb idiot morons.

They think by saying "tax the rich" all the dumb middle Americans will cheer them on saying "yeah tax dem dere reech folks dey trying to take everything from us" and will vote for them because they are poor and stupid.
