If Page files a Civil Rights case against the relevant DOJ, FBI and Independent counsel's office the Judge is likely to hand out perjury warrants like candy so why isn't he doing that?

If Page files a Civil Rights case against the relevant DOJ, FBI and Independent counsel's office the Judge is likely to hand out perjury warrants like candy so why isn't he doing that?

Because if Page files a Civil Rights case against government actors it would be a Civil Case not a Criminal one. In Civil Cases the plaintiff and respondent can petition the Judge for a subpoena.

If criminal activity was discovered it would be the prosecutor filing charges and requesting a warrant,
