According to this article, it all goes back to the Peanut Farmer and his Civil Service Reform Act of 1978 Civil Service Reform Act of 1978 – and unions!

And, it makes one wonder when we learn that the house bill designed to loosen the chains that make senior VA administrators almost untouchable, was supported by a majority of Democrats, only 33 of them voting against it. Read more @ Dad29: VA Problems? It's "Da Union."

Oh yeah, Dingy Harry's gonna hold it up while Congress goes on vacation, claiming the THREE-PAGE-BILL needs study.
