Doesn't matter. Whoever ordered it we are now at the level "non-nuclear deniable proxy, sabotage or accident-like attacks against nuclear forces". In less than a year "Houthies/Mexicans/Venezuelans/Democrats/whoever else" will start attacking US strategic bombers and SSBNs. And you only have yourself to blame for making one big step toward a direct nuclear war between Russia and the USA, the war that you can't win (and Russia can).
