Your assuming a conspiracy in the absence of evidence. So far the evidence is that he is one nutjob who was motivated by his sick version of Islam. Yes. If it is part of an organized effort, like 9/11, then we react the way Bush did, declaring war on these NGOs who are clearly waging war by different means.
If it is merely one lone nutjob then it becomes a law enforcement matter and the focus shifts to identifying threats before they become such. I think that wold be very difficult to do, if not impossible.

I disagree. We didn't get Bin Laden by going to war. We got him by investigation and then a small, direct strike.
