It's been un-glitched.

They are having problems with a lack of water due to drought and IMO poor design. The canal operates by gravity and and the water comes from Lake Gatun--very little from the sea. They do preserve some of the fresh water in ponds, but they lose some every time a ship leaves the canal. As for capacity, the canal has been able to handle Panamax ships since 2009.

This isn't the first time congress has played political games with the military.
