The SS was never that incompetent, the setup had to be deliberate. The poor communication was deliberate, the PA State Police offered radios to the SS, and they refused, them why????????

At a guess? Multiple law enforcement agencies were involved in the event and there was a lack of coordination and good planning amongst the agencies and plenty of finger pointing. The radios weren’t “refused”, they were forgotten. An independent panel found multiple systemic failures on the part of the SS going back years including assassination attempts on Obama. The problems are independent of funding and baked into the culture. They recommended a complete shake up, something that the SS has resisted for sometime. Now they won’t have a choice I assume.

So one source claims they refused another that they forgotten, there was a lot of finger pointing going. I haven’t seen anything to indicate it was a deliberate a claim that makes no sense since they then have to have known ahead of time that the shooter was going to be there.
