The evidence that Obama's allegations about the Russian government was just a hoax is that there is still no hard evidence that the Russian government even hacked the DNC let alone colluded with the Trump campaign. The evidence that Obama saw his Russian hoax as an attempt to distract attention from Clinton's crimes comes from his parting shot at the media:

Bullshit. This whole Russian thing is just a scheme the Obama administration invented to distract voters from Clinton's illegal activities with her secret private server. The only evidence of crimes being committed are crimes by the Obama administration by misusing intelligence resources for political purposes and having the CIA effectively campaign for Clinton while complaining about Comey investigating Clinton's crimes.

Again, no hard evidence was ever presented that connected the Russian government to any of this. The only evidence that was provided was that the hack used code that had previously been used by Russians, but since everyone seems to know about this now, why assume it was the Russians? There simply is no hard evidence that has been presented to support Obama's claims about the Russian government. And we know from James Clapper that there is no evidence of any collusion between the Trump campaign and the Russian government. Obama simply flooded the media with speculations about the Russian government and conspiracy theories about the Trump campaign to try to drown out the news about Clinton's criminal activities regarding her secret private email server.
