It's been the same answer for the past 50+ years - end all of the social programs that make it so the father isn't needed financially.
Black women make kids to earn the free money.

The single largest factor in the "why" is our counterproductive policy of drug prohibition and minimum mandatory sentences.

The real solution to this problem would be to convince AA women not to become pregnant with these children. Unfortunately, this has become a cultural norm supported by multiple government programs.
