Here's historical fact: In the Middle-Ages, the punishment for pickpocketing was actually public hanging. During the hangings, pickpockets would move among the crowd and pick pockets. Thieves are going to do what thieves are going to do, regardless of the penalty.
I do wish one particular punishment would be implemented here and that is the Islamic punishment for theft. If they are caught, they lose a hand and don't get a prosthetic replacement. They can only steal twice before everyone calls that person "stumpy."
