Warrant on Page...as a Trump worker or as a private citizen?

What is KEY in evaluating the "worth" of this Nunes' huge dud as an expose, is whether the FBI "erred" in trying to monitor the actions of Page while Page was a Trump active adviser.....OR.........while Page was just a private citizen with confirmed ties to Russian operatives???

Before you link the Trump investigation with Nunes' memo about the FBI conning the FISC,....address the above question.
