It is a compliance oriented question. Either people meet certain criteria or they do not. It is a topic that is divorced of the normal humanitarian feelings. It is why you rarely find tables, graphs and charts that actually answer the question as to how many Arab-Palestinians today, are GA/RES/194(III) eligible.

Most Arab-Palestinians will say that they are, but when put to the test, are actually not.

There is an interesting study, pro-Palestinian (but then all Humanitarian studies are pro-PAL), on the topic. It openly says that most of the registrants maintain their status looking for some windfall compensation. It is like waiting for some relative to die in order to scavenge the inheritance.

Again, this would depend on the risk assessment and the Hand Rule (B=>lp) that the reconciliation estimate comes up with in the negotiations.
