It's a distinct possibility in the future. Russia would be hard-pressed to defend such distant territories and China may well be set to expand. Going east is Muslim and nonstrategic territory, South is India and Vietnam, although Laos, Cambodia and Myanmar could be in their sites and give them Indian Ocean ports. A northern venture which is something they could claim with an iota of legitimacy as being essentially colonial is doable and strategic.
