No, it's not. It's speaks to the one parent who is a U.S. citizen; natural born or naturalized. That means Durham had to live in the U.S. (or U.S. territory) between 8/4/51 and 8/4/61. AND she had to be at least 14 years old on 8/4/56. But she was only 13 on that date.
