Congress is off this time of year EVERY year so that the members of the House--all of them, Democrat, Republican, Independents--are up for re-election as well as roughly 1/3 or so of the Senators. Biden could easily make the call though to reassign the cash on hand now to save American lives. Will he? Who knows. I'm pretty sure Harris won't recommend it. Nor have they requested Congress reconvene. Let Biden reassign some of the cash he was going to use for student loan bailouts. Since the courts blocked that he should have plenty on hand.

The money that was not to be repaid is still being paid. So since he wouldn't have had that money if the courts hadn't blocked the SAVE program, he now has it to use for disaster relief. He didn't get congressional approval to forgive the loans so it shouldn't bother him to spend the money he now has that he wouldn't have had to help people in desperate need. We are just talking about four weeks here and then Congress will be back in session.

Congress did not authorize Biden to forgive the loans however. But since he did it anyway there is money coming in that wouldn't be there if the courts hadn't told Biden he couldn't do that. So all he has to do is redirect the loan payments that he didn't expect to have to disaster relief. Easy peasy.
