Bad idea.
We do not at all understand genetic enough to do genetic engineering safely.
Genetic code does not just do one thing.
There are thousands of over laying functionality we do not at all understand.
And in order for a vaccine to work on covid-19, it has to stimulate an immune system response to covid-19.
And since it is the immune system response that can be fatal, not the covid-19 virus itself, then that is VERY risky.
Nor do we know what sort of allergic reactions there might be.

Nor is there a need.
Covid-19 is endemic only to bats, not humans, so it is never coming back.
It can't live in humans for over 12 days.

That is the problem, that no one knows what is in the natural reserve.
People mistakenly think we understand DNA because we can do a gene sequence.
But all that means is we can determine what all the part ARE, NOT what they DO.
We likely will NEVER understand what DNA or RNA sequences do because they do so many different things, depending on other factors, such as age. Think about something like puberty that happens over ten years delayed?
It still comes from your DNA, but you could not be able to tell what DNA does it without a 15 year long experiment.

And clearly the dangers from covid-19 that are killing so many people, do not come from covid-19 at all, but instead are from our own immune system.
We do not know why our own immune system is freaking out and killing so many people.
And since it is not the covid-19 but our own immune system that is the danger, is it incredibly risky to fool around with the immune system by simulating covid-19. The risk of triggering a response we do not understand, is huge.
