So, what's to be done to fix it? It's not something new and is embedded in Civil Service rules and regulations. The House sent a bill to the Senate to start fixing this – and Dingy Harry is once again sitting on it. Here's at least one bit of good news:

Gibson said earlier this month that at least “some supervisors” are under criminal investigation.

The bill is tied up in Committee because they cannot agree how to pay for it. The Dems want new money from the Fed as we are paying for Iraq and Afghanistan while the Repubs want it paid for by cuts in other areas. So they have now all gone home for the July 4th long long Congressional weekend.
