How is this even legal? The blue wave that has crashed upon Virginia has introduced multiple laws, from ones that coddle criminals to, apparently, discriminating against whites.

In this instance, white men cannot even be considered for certain state contracts unless there is absolutely nobody else who can do the job.

Thanks for the cut and paste confirmation of what I have stated earlier. This is discriminatory law and it provides preferences based on gender and race which is contrary to equality-based awards. The only considerations that should be entertained are which company is best qualified to deliver the best product for the best price for the taxpayer. Nothing else matters, in spite of your or anyone else's feewings.

Also, now it makes sense to me why a small business owner, who had exceeded his 8-year favoritism as a black owned business, wanted me to set up a company and then funnel work to him. He just needed a female to “appear” to be the owner so he could continue to get favoritism. I of course refused. TOTALLY unethical.

The law does not bar white men as the OP claimed and I posted the law. "Small" in included in the SWaM procurerment process and "Small" ignores race and gender.
