I guess we should take pity that you seem to not be aware that the agency wasn't really shut down, but merged in with the State Department, which makes sense, as they both deal with international policies. They get the money from congress. They have the authority to give it to all those different entities as they see fit. I don't think it's any one person cutting the checks. There's most likely many people responsible for covering many different areas and types of aid distributing the money. It's a huge arm of government larger than State.
