The few missionaries I have met lived very frugal lives when proselytizing in foreign countries. USAID officials and NGO staffers “ do well by doing good”. More money gets spent on their luxury lifestyles that ever gets to the intended aid receipients.
if China wants to sink trillions into third world shitholes it is welcome to do so. It won’t gain any more than we have after doing it since 1945.

Trillions? USAID account for about 50 billion a year spread over hundreds of projects in over 130 countries.

No governmental organization “ knows its own staffing needs”. When was the last time you heard of a governmental organization cutting jobs or funding?

You're conflating two distinct aspects of organizations.

It never happens because the kind of people attracted to governmental jobs are empire builders and the larger their staff and budgets are, the more successful they feel,

Prove that please. Most people I know strive to do jobs they enjoy I think, for goals they feel are worthy.
