I don't know how you reached that conclusion but it doesn't matter. The demand for medicines in Gaza has ramped the past eight months so if it was already experiencing a “controlled below needs” scarcity before then, even with some smuggling that was going on with the tunnels, it will obviously be greater scarcity now with greatly reduced access to tunnels and tens of thousands of people injured.Its the logical conclusion

You want to split hairs over Hamas having a legal right to import rockets instead of pain killers for children’s surgery?The authorities in Gaza have every moral right to import weapons, just as Israel has a right to import (far more and far more deadly) weapons. As a people - Palestinians - they have the same rights and obligations as any other people under the laws defined in the UN charter.
