I have two friends that live in Section 8 housing. They are paying $1400 for a 1-bedroom apartment. 1-bedroom apartments where I live are going for $2500. If their Section 8 grant is withdrawn, they will not be able to pay for it.

You cannot even request to be on the list of Section 8 housing unless you have a legal status. Your response does not address that fact. Section 8 program has been around for several decades and the waiting lists are huge.
