In 2004, former UNRWA Commissioner-General Peter Hansen told the Canadian Broadcasting Company, "I am sure that there are Hamas members on the UNRWA payroll and I don't see that as a crime." He added, "We do not do political vetting and exclude people from one persuasion as against another."
The article implies that you can be in HAMAS and work for the UNRWA. And HAMAS has a long standing policy of involving teachers.
It is necessary that scientists, educators and teachers, information and media people, as well as the educated masses, especially the youth and sheikhs of the Islamic movements, should take part in the operation of awakening (the masses).

It is interesting to see how propagandists manipulate the propaganda promulgated by Fox News manipulates information to make their case. Firstly, using Fox News as a source of information is ludicrous. It is simply a propaganda organ for the right-wing, the Pravda in the Americas.
Secondly, the UNRWA representative of today, updated the alleged statement of the UNRWA commissioner made in 2004 (10 years ago) to the CBC.
"A spokesman for UNRWA adamantly said that the agency is now free of terrorist connections. "We're composed of social workers and teachers," the official explained. "We take every step possible to have only civilians inside UNRWA facilities."
"Asked about this, the UNRWA spokesman replied, "Palestinian staff sign an undertaking confirming that they have no political affiliations whatsoever, and have not and will not participate in any activities that would violate the neutrality of the U.N."

The PA has submitted its brief documenting Israel's war crimes. Interestingly, it wasn't just regarding Gaza, but they included what some say is the open and shut case regarding the settlements. Israel has breached Article 8, 2., viii.
"(viii) The transfer, directly or indirectly, by the Occupying Power of parts of its own civilian population into the territory it occupies, or the deportation or transfer of all or parts of the population of the occupied territory within or outside this territory;

On the point that I can find no official source on UNRWA hiring practices, you are correct.

As to the credibility of the new source (FOX), I neither defend or reject the source. I take the information and compare it to other sources. I evaluate it for what it is. Just because you don't like a source, does not mean the information provided was false.
There is every reason to belief that since about 70% of the UNRWA Employees in Gaza are Palestinian, their will be some employees that are sympathetic to the Islamic Resistance Movement, the Islamic Jihad, and other affiliated armed Palestinian insurgents; both inside and outside government.

Having an affiliation and supporting a political ideal are two different things. It is doubtful that any Palestinian does not support the emancipation of Palestinians from Israeli domination. Who would you have work locally at UNRWA? TCNs that cost 10 times more in salary and lodging/subsistence?

But I would like to bring your attention to another view into the multifaceted topic.
There is the view that takes an approach to the topic from the opposite direction: a Focus on HAMAS.
Many opinions have been registered relative to the UNHRC Report submitted. What I have not seen is the specific allegation made by Palestinian Authority Foreign Minister Riyad al-Maliki.
"In any event, the Pre-trial ICC Investigations Team is scheduled to arrive in Israel by the end of the month to examine Palestinian allegations of Israeli war crimes and crimes against humanity in the West Bank and Gaza Strip, though Israeli officials have described the visit as routine."

The multi-national High-Level Military group was bought and paid for by the Israelis and consisted exclusively of members of the armed forces of the closest allies Israel has. In short it was a joke.

- There is the little matter of the Oslo II Accord which establishes: Area C with full Israeli civil and security control.
- The boundary, as set out in Article 3 and Annex I (a) of the Israeli treaty with Jordan, --- is the permanent, secure and recognized international boundary between Israel and Jordan, without prejudice to the status of any territories that came under Israeli military government control in 1967 (Dead Sea and Salt Pans). The West Bank was originally Occupied Jordanian Territory. "This line is the administrative boundary between Jordan and the territory which came under Israeli military government control in 1967. Any treatment of this line shall be without prejudice (A reservation made on a statement suggesting that it cannot be used against the publishing party in future dealings or litigation.) to the status of the territory."
- There is the matter regarding the the status of the conflict (international 'vs' non-international). The unity Government considers all the territory formerly under the mandate, is Palestinian territory illegally occupied territory. And if this is the case, it becomes a non-international armed conflict and the Article 8(2)(b)(viii) would not apply.
- There is the matter of the official and permanent international boundary of the State of Palestine. The conflict must be associated with an international armed conflict.
- The of population transfer and whether any population was transferred outside the territory under Israeli military government control in 1967.
And the answers may not be in liking to the Palestinian cause; particularly the definitive answer on the boundaries to establish international jurisdiction. The outcome of the trial may not be appreciated by the Palestinians. They will no longer have the claim from the "River to the Sea."

I don't believe they said that. It is my understanding that UNWRA does not designate Palestinian political parties as terrorists. That is just a name calling thing by Israel and its toadies. UNWRA may have admitted that they employ members of Hamas and the propaganda media changed that to employing terrorists to promote the agenda they are selling.
Remember the big media flap about Abbas saying that there will be no Jews in Palestine? What he actually said was that there would be no Israelis in Palestine. The propagandists changed that to no Jews to pimp their own agenda.
You see lies like that all over the place to dupe people into supporting Israel.

It would have been nice had the AP reporter also written a few things about the “High Level International Military Group.” Like, for example, how “the project was sponsored by the Friends of Israel Initiative” and that most of the participants are on record as supporting the IDF before 2014. With the exception of Pierre Richard Prosper, not a single one of them has any experience in human rights. Many of them are experienced warriors, though.
It will be recalled that William Chabas, “the world expert on the law of genocide and international law” resigned from the HRC Commission on the Gaza Op because he had once taken a $1,300 fee from the PLO for legal advice. So one would expect that the Friends of Israel Initiative would bend over backwards to get impartial people to give the IDF a clean bill of goods. Wouldn’t that look better? I mean, maybe these guys are biased?
So here are some parts of the biographies of the High Level International Military Group left out by the Friends of Israel initiative.
Giulio Terzi – “former Foreign Minister of Italy,” and founding member of the Friends of Israel.
General Klaus Naumann – former Chief of Staff of the Bundeswehr and Chairman of the NATO Military Committee. As described by former military correspondent for Haaretz, Zev Schiff, in 2002, General Naumann “is known as a friend of Israel and of the Israel Defense Forces.”

A speaker against “Lawfare,” Haaretz wrote about him in 2002, “The United States ambassador-at-large for war crimes issues, Pierre-Richard Prosper, is Israel’s main ally in its battle against being transformed from accuser into accused.”
