Why does it have to be just for if they launched a nuke?

What if they unleashed 100 sleeper cells around the United States? Each one of them takes out as many people as they can and leave behind a note saying why they did it. Because we did it to them first. We started this war.

What would we do if they took out some high level government people? We did it to them. What would we do?

BTW the UN doesn't have nuclear weapons.
We do know, that Iran has tried to hit the Israeli center for Nuclear Development in the Negev desert but missed.
Iran has lost any standing and support in the region when it turned its rockets on the UAE, Bahrain. Kuwait, Saudi Arabia and Qatar.
After the missiles, Arab states will rethink everything from defense and regional alliances to overseas investment and their role in global markets.
