Once the Congress and the Senate have approved the aid, the President has signed the bill, and all of the conditions have been met, it is illegal to withhold the aid. The anti-corruption requirments had been met AND certified by the Pentagon, for military aid in April, and the Ukrainians knew this. Trump's withholding of aid is illegal.
